Responsible Procurement
Sustainability at UTB in 2024
At TBU, the Organizational Department and its Public Procurement Division, managed by the Bursar, are responsible for responsible procurement. Procurement rules are governed by the following guidelines:
- Bursar’s Directive SK 3/2024 – Public Procurement (PP)
- Bursar’s Instruction PK 6/2024 – On the Awarding of Small-Scale Public Contracts
- Rector’s Directive No. 7/2024 – “RED FLAGS” Warning System
SK 3/2024 also includes the obligation of socially responsible procurement, environmentally responsible procurement, and innovation, if appropriate given the nature of the contract. This aspect is evaluated using the so-called Checklist, which is attached to this directive.
Socially responsible procurement refers to an approach to public procurement in which the contracting authority is required to consider the impact of the procurement on employment and social matters, such as job opportunities, social inclusion, decent working conditions, and other socially relevant aspects related to the procurement.
Environmentally responsible procurement refers to an approach to public procurement in which the contracting authority is required to consider the impact of the procurement on the environment, such as sustainable development, the life cycle of supplies, services, or construction work, and other environmentally relevant aspects associated with the procurement.
The Organizational Department, in cooperation with the unit’s IT staff, has prepared Guidelines for the implementation of the binding DNSH requirement “do no significant harm” and the environmental aspects of responsible public procurement. The goal is to standardize procedures for submitting requests for the purchase of computer equipment. The main emphasis is placed on the preparatory phase, which subsequently results in the technical specifications for the equipment being purchased.
